Weather mode UI polish (#210)
Five follow-ups on beta.80:
- Zoom out actually fires now. Base map locks zoom to 18 so users can't wander off the designed altitude; the weather easeTo was getting clamped silently.
enterWeatherCamerawidens[minZoom, maxZoom]to[10, 18]before the easeTo,exitWeatherCamerarestores the original clamps. Target zoom drops from 18 to 12 for the satellite-style overview. - Rotation lock during weather mode. Camera locks on enter regardless of the user's preference so a stray drag doesn't pan the overhead view out of frame. Pre-enter lock state captured + restored on exit (locked stays locked, free stays free).
- Timeline stays visible in weather mode. Chips / leaders / arcs hide behind the mask but the bottom timeline tracks the cursor. CSS adds a
:not(.mode-weather)qualifier on the slide-out rule. - Cloud-cover toggle button retired. The chip-toggle was a discoverability dead-end. The three per-altitude chips (high / mid / low) auto-reveal in weather mode and collapse back otherwise.
helios:cloud-modelocalStorage + the_cloudModestate dropped. - Loading banner CSS restored. The block was accidentally swept with the shading-dome purge in beta.80.
