Patch Changes

• Fixed an issue where the no-unresolved-refs rule reported discriminator mapping values that are schema names (for example, dog: Dog) as unresolved references.
  The rule still reports schema names that do not match a schema in components.schemas.
• Fixed an issue where the drift and generate-spec commands crashed with a stack trace when the traffic file or folder didn't exist, and the generate-spec command when the traffic had no matching HTTP exchanges.
• Fixed an issue where the bundle command didn't resolve a $ref in an overlay that pointed to a local file when the API description was a URL.
  The command tried to download the file from the server that hosts the API description instead of reading it from disk.
• Fixed an issue where the generated TypeScript client lost usage telemetry counts when the telemetry endpoint was unreachable or returned a 408, 429, or 5xx status.
  The client adds these counts to the next send.
• Updated @redocly/client-generator to v0.7.13.
• Updated @redocly/openapi-core to v2.71.2.
