Non-release Windows x64 test build for issue #60.

Built from PR #61 and commit 1168a18 after CI DevSecOps and CodeQL completed successfully.

Read-only confirmation requested:

1. Keep the laptop plugged in and select the Balanced power plan.
2. Run powercfg /getactivescheme.
3. Run powercfg /query SCHEME_CURRENT SUB_PROCESSOR CPMINCORES.
4. Open ThreadPilot and compare Prevent Core Parking with the current AC power setting index.
5. The switch should be on only when the AC index is 100 (0x64). No toggle is required for this check.

This is a test build, not an official release. Windows may show a SmartScreen warning because the local test artifact is unsigned.
