Minor Changes

• 177baa1: Add the internal persistOptOut config so a wrapper SDK that owns consent can stop a persisted opt-out from overriding the value it passes to setup().

Patch Changes

• 82ec3a1: Honor survey shuffleOptions in the built-in choice UI, keeping Other last and the display order stable while answering.
