One change to the 1.26.2831654 claim folder fix. The Plugin Hub refused
1.26.2831654 because that fix made the folder writable by every user, so this
version replaces it; everything else in 1.26.2831654 is included unchanged.

Changed

• A claim folder created by root is handed to the plugin's owner (#29).
  Instead of making /data/iptv_checker_fire_claims writable by every user, a
  process running as root now gives the folder to the user that owns the
  plugin's own folder, which is the user the Dispatcharr workers run as. This
  also repairs a folder that root created earlier, the next time a root
  process writes a claim. Nothing changes when the plugin's own folder is
  owned by root, and the folder is never changed through a symbolic link.
  When the workers still cannot write a claim, the log prints an error with
  the chown command that repairs it, to run once as root.
