The timezone list loads every zone when Dispatcharr runs under an ASCII locale. The plugin read /usr/share/zoneinfo/zone1970.tab with the system default encoding. Newer tzdata releases put curly quotes in that file's comments, so under an ASCII locale the read failed, the log showed Could not load timezones from zone1970.tab, and the timezone dropdown offered only seven zones. The file is now read as UTF-8 and all 312 zones load. Thanks to nagelm (#35).
