Khala Network Runtime v1206 is mainly a runtime upgrade to fix the problems introduced by the Stake Pool v2 upgrade. Major changes:
- Storage performance fix for StakePool v2 upgrade
- Loosen condition check for confidence level 2 to reflect the Intel definition more accurately
