MissAV compatibility build.

Changes:

• Tolerate browser-normalized legacy protocol URLs such as m3u8dl://...=/.
• Tolerate quoted protocol URLs and missing Base64 padding from Windows protocol handlers.
• Keeps legacy CLI v3 options used by the GreasyFork script working with N_m3u8DL-RE.

Verified:

• dotnet test .\src\N_m3u8DL-RE.sln: 54 passed.
• MissAV sample surrit.com m3u8 parses via m3u8dl://.../.
• Custom range 0-1 downloads successfully with MissAV Referer/User-Agent headers.
