v2.23.1 — Mastra Code & Cursor hook fixes

Patch for v2.23.0. Two IDEs have their own hook systems separate from SKILL.md frontmatter and were missed in v2.23.0:

Mastra Code (.mastracode/hooks.json)

• Added UserPromptSubmit hook for session recovery
• Updated PostToolUse message to remind about progress.md

Cursor (.cursor/hooks/)

• Created user-prompt-submit.sh and .ps1 for session recovery
• Updated post-tool-use.sh and .ps1 with progress.md reminder
• Updated stop.sh and .ps1 with completion re-entry guidance
• Updated hooks.json and hooks.windows.json with new hook entry

Also removed an accidentally committed draft file from git tracking.
