Signed binaries
The plugin is now code-signed by Off World Live Limited. This covers the installer and every DLL in both zip packages: win-spout.dll, Spout.dll, SpoutDX.dll and SpoutLibrary.dll.
This should fix win-spout failing to load on Windows systems with Smart App Control or another Application Control policy turned on. On those systems, OBS reported "The following OBS plugins failed to load" and its log showed LoadLibrary failed ... An Application Control policy has blocked this file (#105). Thanks to everyone who reported and confirmed this, especially @Kelly1076 for tracking down the log message.
To check a download, right-click the file, choose Properties and open Digital Signatures. The signer should be Off World Live Limited.
