perf(amf): migrate accepted native AMD default and initialization rollback
Port the accepted scoped Nonary/Vibepollo PR #461 patch. Native AMD is preferred
for automatic selection, with compatible encoder-attributable initialization
rollback and preserved explicit implementation/format choices. Includes output
latency/backlog improvements and handoff/static-image regression fixes.
Shine resolutions preserve its existing single H.264 Init path, timestamp and
encoder GPU priority behavior. Removed HTML configuration pages stay removed;
their obsolete parity-test reads are omitted. Installer/signing policy is unchanged.
