fix(linux): remove KWin 6.8 streaming CPU copies
Pin the display-library renderer and allocator repair so virtual outputs
use NVIDIA scanout while software buffers retain their original KMS fd.
This removes the HEVC CPU upload fallback and high host processing latency.
Validated: 219 display-library tests and live HEVC host processing near 3 ms.

Clean Arch builders lack the KWin and Vulkan headers required by the
native GPU bridge. Declare KWin, Qt Core and Vulkan headers as build

fix(linux): recover guarded upgrades after FUSE scan denial
