NodleCode/chain 2.2.2-hotfix on GitHub

This release contains changes to fix the failed 2.2.2 upgrade, namely:

leaving uniques at its current storage prefix
dropping the Nodle Uniques pallet until a correct upgrade path is determined
removing any related migrations
misc. changes to build a test docker image

The runtime has been built by srtool in this github action and can be verified as below:
