WARN: DO NOT USE: BUGGED!!!

• Add support for ble_adv_proxy: the existing ESPHome and Shelly Bluetooth Proxy are only able to listen to BLE ADV messages so cannot be used as such as we need to emit BLE ADV Raw messages. The ble_adv_proxy adds the missing features and its config can be added to an existing ESPHome Bluetooth Proxy.
• Correct bug preventing finalization if no Technical config given
