[PEERING] Fixes Goerli peering that was of poor quality since around April.
[PERF] Decreases allocations in the discovery protocol (minor work done as part of the Goerli fix).
[PERF] Minor decrease of allocations and CPU usage in the nodes that are idle on private networks.
Running Nethermind:
Nethermind Launcher is a self-contained app - you do not need to install .NET separately to run it.
