This release applies a minimum fee to L1 -> L2 message fee estimates. The L1 core contracts has been already updated with this, preventing invoke transactions from failing due to too low estimates.
Note that now the sum of all the fees in the response can be lower than overall_fee when the sum is lower than the new minimum.
