#27330: Adds a new function to the sui-framework to allow getting the original package ID of an UpgradeCap.

#27439: Fixed a spurious "upgraded system packages are not locally available" invariant violation during framework upgrades.
#27567: Fullnode operators can override the embedded RPC store's bitmap periodic-compaction interval. Omission retains 30 days; zero disables periodic compaction.
#27570: Embedded RPC-store bitmap pruning state is isolated to each database. No operator action is required.
gRPC
#27632: The TransactionExecutionService simulate/resolve path now includes the offending object id in version-mismatch and digest-mismatch error messages, and renders the provided/actual values consistently. No API shape change; error message text only.
#27676: sui-kv-rpc can now bind a second, unencrypted gRPC listener (plaintext-address config field) alongside its existing TLS listener, for trusted internal callers that shouldn't need to negotiate TLS.
