Bug Fixes

• MahsaNet 429 rate limiting — bulk donations now auto-wait and retry instead of failing
• Snowflake/Conduit stats queries — fixed container tool availability and IPv6 resolution
• Grafana favicon and tab title — now shows "MoaV Grafana" with correct custom favicon
