The purpose of this release is to stop waiting on the RefreshUnknownKID rate limiter when a key ID is unknown and there are no remote HTTP resources to refresh, such as NewDefaultOverrideCtx with Override.Given and no URLs. Such reads now fail right away.
This modified the HTTP client behavior in the jwkset project.
