First beta for 3.2.0. One new feature.

Added

• radar_opacity config option — adjust the opacity of the active radar frame. Range 0.1–1.0, default 1.0 (current behavior). Lower values let more of the basemap show through. The editor exposes a slider in the Appearance section.
