3.1.0-beta4 — NOAA animation fix

What's new in beta4

Fixed

• NOAA animation played backwards — frames were built with unshift inside a loop running oldest→newest, leaving frames[0] as the newest frame. The animation engine expects oldest-first (matching RainViewer). Changed to push so playback now correctly runs oldest→newest.
