Alpha Test Release

• Adds NWS as a radar source for the US
• Allows zoom to 10 (but radar tiles are still zoom 7 and scaled by the browser)
• Adds CSS animated frames
• Adds Open Street Map option (localized) as well as the existing CARTO (English only)
