Patch Notes: Elite Breach fixes

• A stair rising above one of the Spire's chambers is now always there. Before, a handful of halls lost it, leaving the way on unreachable.
• A Gust only pushes players on its own crossing, never someone on a bridge or floor high above it.

What's Changed

• EG-SWEEP: the Elite Breach's stairs over a chamber are built, Gusts keep to their storey (unblocks the relay deploy) by @Lattymoy in #977
