Patch Notes: Seat stability

Fixed

• The weekly seat Turning can no longer swamp the servers. Only one request at a time settles the week; everyone else's seat board answers immediately.
• If you act at a seat (pledge, Tribute, a lever) in the moment the week is turning, you're told "The week is turning at the seats. Try again in a moment." The act is never applied to a half-turned week.
