Patch Notes: Charter seats

Fixed

• The board's Seat tab no longer gets stuck on "The standings did not load." once many guilds have pledged.
• The weekly Turning hands out Charters again. A guild that earned a seat last week is given it the first time anyone reads a seat after this update.

What's Changed

• SEAT-CAP: seats' Turning no longer fails past 100 pledged guilds (standings did not load, castles never claimed) by @Lattymoy in #798
