Patch Notes: Port docks

Fixes

• Port towns' docks now appear even with Naval Combat or Come Sail Away turned off.
• Docks now always connect to the town. With Deep Waters on, every dock used to stand alone out on the water about 80 m from shore; each one now has a pier running to land.
