Patch Notes: Vulkan screen fix

Fixes

• In the Windows app with the Vulkan graphics backend, the world behind the Inventory was upside down.
• To correct this, the windows do not blur the world behind them on Vulkan. The windows keep their dark color.
• Direct3D 11 and the browser keep the blur.

What's Changed

• VULKAN-FLIP: the app on Vulkan drops the windows' backdrop blur, which it drew upside down by @Lattymoy in #1375
