Changes:
- Reserve memory before inet init, GTA:VCS and GTA:LCS multiplayer menus should not flicker now, some other games that had issue starting adhoc mode at all might also start working
- Timeout matching peers that left adhocctl group, should help with some games when it comes to launching play sessions from lobby
- Adjusted matching event handler calling routine, might solve some crashes
GTA:VCS works quite reliably on LAN now with PPSSPP peers
GTA:LCS could get fiddly to launch, has issue with random crashes during launching, but not impossible. Ideally use later releases and host from PPSSPP.
Currently does not work on the PSVita

Note:
I've only tested this on LAN, with a PSVita 2000 Adrenaline, a PSP 2000 procfw and PPSSPP
Game compatibility is hopefully as good as the original release
