Note: Fix for time synchronization includes 2 changes:

1. Fix for time synchronization in instances of Home Assistant running in incorrectly configured docker container
2. Workaround for users who are still experiencing time synchronization issue of time being set incorrectly (eg. 1 hour ahead). See FAQ Time synchronization synchronizes incorrect time
