Test round for PR #3653 (Simkl rewatches on the TV client).
What is in it:
- a playback that starts or resumes above the completion bar now reports the start to every tracker, so Simkl and MDBList get the watching state; Trakt skips that start inside its own scrobbler and keeps its history clean
- the rewatch question is not asked for such a start; it belongs before a playback, not inside one
- the completion threshold can now be set up to 100 percent (a stop carries it to Simkl as min_progress)
