The project is Linux 2000, a Windows 2000-like desktop for X11, and the programs are now l2k*: l2kwm, l2kexplorer, l2kcontrol, l2kdm and the rest, with l2k-session and the l2kdm service. The old w2k* names are installed as links to the new ones, so saved associations, scripts and a running desktop's restart keep working; the installer retires the old service and PAM entries by itself. Every About box, the version string and the README say what this is: an independent project, not affiliated with, endorsed by or sponsored by Microsoft. The README ends with a trademarks and copyright section.
Refresh rate and scale, per monitor. Display Properties > Settings lists the refresh rates xrandr offers for the chosen resolution, and a Scale of 100 to 200 per cent for each monitor (xrandr's transform: a smaller virtual screen stretched over the panel, so everything on it is larger). Both are applied with the arrangement, saved with it, and replayed at logon; the layout shows the scaled size so screens still line up.
