Disk Management now asks for the administrator's password when it opens, as it does on Windows, and runs with those rights until it closes, so creating, deleting, formatting and mounting simply work. The prompt comes through pkexec with a polkit action of its own (the session starts a PolicyKit agent since 1.17.1). Explorer, opened from it, still runs as you. If the prompt is dismissed, the program carries on able to look at the disks but not change them, and says so.
