Supports HOS firmware 13.1.0 and AMS 1.2.3

• ctest, es and fs patches for HOS 13.1.0

• includes fusee and hekate loader patches for AMS 1.2.3, the zip has a build hash of "-409a48ec7".

• a new Atmosphere build (silent update) may require new loader patches.

Both files are exactly the same, this is done to preserve outdated guides and homebrews, even though people shouldn't be using those in the first place. Use either file.

Starting in 2022 hekate.zip will no longer be included, don't use insanely old guides.
