feat(ui): redesign settings dialog with modern tab sidebar and fluent search

This commit introduces a major UX overhaul to the Settings dialog, addressing the issue of vertical overflow and rigid layouts. The dialog now uses a modern sidebar-based tab system (similar to Windows 11/Photoshop) with a responsive and interactive UI.
Changes:

• Implemented a 2-column layout with a left sidebar for tab navigation and a right panel for dynamic content.
• Added a real-time ListBox Search Autocomplete dropdown at the top right for quick settings discovery.
• The search dropdown supports full keyboard navigation (Up/Down arrows and Enter) by subclassing the Edit control.
• Highlight Feature: Upon selecting a search result, the dialog automatically switches to the correct tab and draws a Fluent-style blue accent pill and bounding box around the targeted control to instantly guide the user's eye.
• Fixed GetDC/ReleaseDC warnings and safely isolated the highlight rendering within the WM_ERASEBKGND stage to prevent text labels from obscuring the highlight lines.
• Centralized the layout size calculations to accurately adjust bounding rects dynamically.
