• Fix error ErrUnfinalizedTx to be handled gracefully.

Add compound rate limiting to mempool with the following rules:

• Each address can submit max 10 compound transactions in any 1-minute rolling period
• If an address tries to submit the 11th compound transaction within 1 minutes, it gets rejected
• Once transactions age out of the 1-minute window, the counter decreases

Add method to freeze wallet addresses:

htnd --freeze-address=hoosat:qp0... --freeze-address=hoosat:qr1...

The Xeggex wallet address is by default freezed as per community voted.
