Bug Fixes

• Server: Prevent binder dispatch process storms and System UI freezes on server startup (#348)
  • Strictly check application process lifecycle state before dispatching binders on server startup, ensuring inactive/stopped applications are never forcibly woken up.
  • Clients started dynamically continue to receive binders on-demand via BinderSender.
  • Bound the binder dispatch thread pool to prevent exhausting Android system_server IPC transaction threads.
  • Eliminated aggressive forceStopPackage loops when a client provider does not respond.
• Version: Bump application version to 14.6.1 (versionCode 47, gitCommitCount 47).
