Bug Fixes

• preserve SCP parsing alongside virtual drive prefixes

  The Windows test-fast and fixture suites classified [::1]:repo and
  [:[@]:... as local paths because their leading [: matched the broad
  virtual-drive check. They also stopped rejecting an empty helper name in
  ::bar.

  Require the drive prefix to end at the URL parser's selected colon. This
  preserves the existing bracket-aware SCP interpretation and empty-helper
  rejection while retaining digit and Unicode virtual-drive support.
