upgrade sha1dc to 0.1.3
sha1dc 0.1.3 makes the collision check cheaper again: its filter for
known disturbance vectors now tests a prefix chosen by search, and on
NEON the checks that follow are laid out so they predict well.The per-block scratch space moved from the hasher into the stack frame,
soHashershrinks from 472 to 112 bytes, and the size tests follow.
The minimum version is raised so dependents ofgix-hashpick it up
too.
