Review safety
- Idempotent review start: equivalent targets now converge on current repository authority instead of minting duplicate review budgets. Dirty tracked work cannot be silently omitted from committed-base review, approved receipts are reused without new lenses, bounded corrections resume their existing lineage, and genuine scope drift remains fail closed. (#1245, closes #1239)
Workflow reliability
- State-safe TUI navigation: asynchronous navigation no longer applies stale screen transitions. (#1238)
- Nested OpenSpec binding: review binding now resolves SDD changes in nested OpenSpec layouts. (#1236)
- Custom choice preservation: TUI sync keeps user-selected custom choices intact. (#1235)
