Engram v1.9.8 — Remove Cloud Packages

Completes the cloud sync cleanup by removing the Go packages and OpenSpec artifacts from the public repo.

What Changed

• Removed internal/cloud/, internal/cloudstore/, and related Go packages
• Removed OpenSpec SDD planning artifacts from the repo
• Binary size reduced — no unused cloud dependencies shipped
