Engram v1.9.7 — Remove Cloud Sync CLI

Removes the cloud sync CLI commands and related documentation from the public release. The cloud sync feature is being reworked as a separate service.

What Changed

• Removed engram sync cloud-related subcommands and flags
• Removed cloud sync documentation from README and docs
• Local git-based sync (engram export / engram import) is unaffected
