Live updates work again on SQLite, plus dependency updates. No migration. Docker deployments only need the new pins.

- Open viewer tabs update live again on SQLite. The backup's push to the viewer sent dates through plain
json.dumps, which cannot write adatetime, so every push that carried one (new and edited messages among them) failed with "Object of type datetime is not JSON serializable" and showed only after a refresh. The push now writes dates as ISO text, the same as the PostgreSQL path. Capture was never affected. Thanks to @jcugat for the report and the fix. (#593)
