TDD Route Contract

• Clarified that TDD Mode: off may record TDD Route: Mode: off / Decision: skipped without activating test-first development.
• Distinguished diagnostic reproductions and post-change regression checks from strict RED tests.
• Made a strict RED → GREEN cycle conditional on an explicit strict route with stated authority; bug labels, risk labels, and plan approval do not imply that authority.

Workflow Safeguards

• Updated debugging, planning, and plan-execution workflows so test evidence cannot silently escalate into strict TDD.
• Added route guards that preserve an explicit off/skipped decision through planning and execution.
• Added regression checks for the TDD route contract and its cross-workflow wording.

Compatibility

• Explicit TDD Route: strict behavior remains available and unchanged.
• This release remains an advisory, runtime-ready Aegis Method Pack; it does not add runtime authority, an authoritative GateDecision, or completion authority.

Verification

• Passed bash tests/e2e/run-all.sh --full --host-profile fast (Layer 1: 39/39, governance contract, Layer 2, and Layer 3).
• Passed git diff --check and the Codex plugin sync regression included by the full release suite.
