Final Output Ordering

• Reframed Facts -> Inferences -> Conclusions as a user-facing ordering
  principle instead of a mandatory top-level response template.
• Updated the English and Chinese workflow guides so final answers present
  evidence-backed facts before interpretation, and interpretation before
  recommendations, decisions, or completion claims.
• Clarified that the ordering principle must not override workflow-owned
  semantic slots or task-specific output contracts such as findings-first code
  review, verification evidence slots, readiness summaries, governance closure,
  Execution Readiness View, Aegis Visibility, or on-demand Trace Digest.

Attention Anchors

• Added workflow-quality baseline language explaining that required output
  content acts as an attention anchor for the code, contract, evidence, or
  governance logic it names.
• Preserved the useful pressure created by required output content while
  preventing generic response structure from stealing structural ownership from
  the active workflow.

Regression Coverage

• Added workflow-quality e2e assertions that protect the new ordering language
  in both workflow guides.
• Added baseline checks that ensure required output content remains an
  attention anchor and does not replace active workflow ownership.
