Copilot native hook compatibility

This release adds a GitHub Copilot-native sessionStart hook path instead of reusing the Claude Code plugin run-hook.cmd command string in Copilot's Windows PowerShell execution flow.

Highlights

• Added .github/hooks/session-start.json as the repository-level Copilot hook configuration.
• Added hooks/copilot-session-start.ps1 so Windows Copilot can execute the bootstrap through the host's powershell hook contract.
• Extended hooks/session-start with a compact single-line JSON mode for Copilot while preserving existing Claude Code and Cursor hook shapes.
• Updated Copilot host docs, compatibility snapshot, known limitations, and release checklist so repository hooks are part of the documented structural support surface.
• Added targeted regression coverage for compact hook output and preserved Claude nested output shape behavior.
