Goal Closure Contract Coverage

• Added Non-goals respected to the verification-before-completion compact
  contract so goal closure checks cannot silently ignore scope drift.
• Extended the workflow quality matrix validator and goal-framing policy check
  to require the same field wherever completion is judged against a goal frame.

TDD Local GREEN Dynamic Regression

• Added fixture-backed scenario-E-tdd-local-green coverage for the case where
  a strict TDD slice reaches GREEN while parent acceptance remains open.
• Locked the expected downgrade path: local GREEN must remain slice-local and
  report needs-verification, covered scope, and uncovered scope instead of
  claiming whole-task completion.
• Added with/without-Aegis transcript contrast fixtures so the regression check
  explicitly catches the premature-closeout behavior Aegis is meant to prevent.

Version

• Bumped all declared plugin, marketplace, package, and extension manifests to
  1.9.7.
