TDD Completion Boundary

• Clarified that a passing GREEN cycle proves only the currently expressed
  behavior slice.
• Prevented GREEN from being treated as parent-task acceptance or whole-task
  completion by itself.
• Routed unclear business behavior, success evidence, or acceptance back to
  brainstorming or writing-plans before strict TDD.

Slice-Level vs Final Completion

• Clarified that a Slice Card goal anchors slice-level completeness only.
• Added explicit completion precedence across Slice Card,
  TaskIntentDraft, and parent plan/spec acceptance during
  verification-before-completion.
• Required covered and uncovered scope to stay visible when only the slice goal
  is satisfied.

Workflow Quality Coverage

• Added the tdd-green-local-not-final-completion representative sample to
  the workflow quality matrix.
• Extended long-task-continuation contract coverage to require Slice Card
  visibility.
• Updated the matrix validator so verification-before-completion now
  requires Goal status, Success evidence, and Stop state.

Version

• Bumped all declared plugin, marketplace, package, and extension manifests to
  1.9.6.
