Added Semantic Slots and Natural Surface to the workflow quality baseline so
Aegis can preserve governance forcing functions without making every
user-facing response look like an internal process log.
Clarified that required governance checks may appear as localized headings,
natural prose, or compact cards when the required slots remain explicit and
auditable.
Kept fixed skill traces, used-skill lists, and stage handoff logs reserved
for audit, debug, release, long-task review, or explicit user request.

Updated verification-before-completion from a rigid Evidence Card shape to
required evidence semantic slots: evidence action, result, covered scope,
uncovered scope, residual risk, and confidence grade.
Added Governance Receipt as the compact closeout form for non-trivial
Aegis-shaped work while preserving the boundary that method-pack evidence does
not grant completion authority.
Clarified that natural completion notes are valid only when they preserve the
required evidence, residual-risk, confidence, retirement, baseline, and
architecture fields.

Added representative matrix samples for natural governance transitions and
natural completion notes that still expose verification evidence, covered and
uncovered scope, residual risk, and confidence.
Updated verification-related expected output shapes from legacy
evidence-card wording to semantic evidence slot wording.
Extended the matrix validator to require the new semantic-slot samples,
contract fields, output shapes, and verification signals.

Updated workflow-quality-check.sh to lock the new semantic-slot baseline,
verification skill contract, natural-surface allowance, and governance receipt
expectations.
Updated governance-completion-contract-check.sh to check residual-risk
semantics instead of only a fixed English field label.
Preserved owner separation: using-aegis remains the routing hot path and
does not absorb the verification output contract.

Bumped all declared plugin, marketplace, package, and extension manifests to
1.9.4.
