Adaptive TDD Mode

• Added TDD Mode with two user-facing modes: auto and off.
• In auto, Aegis now routes implementation through a TDD Route:
  strict for risky behavior or contract work, light for tiny low-risk
  edits, and skipped when TDD does not fit the task shape.
• In off, Aegis disables automatic TDD routing while preserving explicit
  user/project TDD requests and verification-before-completion.
• Added docs/current/AEGIS_TDD_MODE.md and updated the process baseline,
  workflow guides, workflow quality baseline, and README guidance to clarify
  that TDD Mode controls test-first discipline, not completion evidence.

Configuration And Host Bootstrap

• Extended scripts/aegis-doctor.py with:
  • python scripts/aegis-doctor.py tdd-mode auto
  • python scripts/aegis-doctor.py tdd-mode off
• Added tdd_mode to user-local config while preserving existing
  activation_mode behavior.
• Updated the Claude/Cursor/Copilot session-start hook and OpenCode plugin to
  read AEGIS_TDD_MODE or tdd_mode and inject a compact TDD mode boundary
  line without expanding the using-aegis hot path.

Workflow Quality Coverage

• Updated test-driven-development so strict RED / GREEN / REFACTOR is tied
  to TDD Route: strict, not forced onto every tiny edit.
• Updated using-aegis and its discipline reference to route low-complexity
  implementation through TDD Route + verification while keeping the hot path
  under the context budget.
• Added workflow-quality samples and e2e checks for auto small-task light
  verification, auto risky-code strict TDD, and off no-automatic-TDD
  behavior.
• Preserved the method-pack boundary: TDD Mode is advisory workflow discipline
  only and does not add authoritative GateDecision, PolicySnapshot, or
  completion authority.
