Diagnostic Stop Transparency

• Added a Layer Stop Card to systematic-debugging for cases where the
  diagnostic stop layer affects the fix boundary, contract owner, spec/product
  decision, or user correction path.
• The card makes the current stop layer, checked path, evidence for stop,
  excluded layers, falsifier, user intervention point, and next action explicit.
• Kept the card advisory inside the Aegis Method Pack (runtime-ready)
  boundary. It does not grant GateDecision, PolicySnapshot, or completion
  authority.

Workflow Quality Samples

• Added five workflow-quality samples covering local L3 root cause, L5
  cross-system contract mismatch, L7 spec gap, fast-path no-card behavior, and
  user falsifier correction from an initial L7-style diagnosis back to L5.
• Extended the workflow-quality e2e check so future changes must keep the card
  structured, falsifiable, user-interruptible, and absent from ordinary
  fast-path explanations.
